At the May 16, 2022, Planning and Development Council meeting Council approved the development proposal to permit the development of a 14 and 19 storey mixed use buildings at the north-east corner of Trafalgar Road and Cornwall Road. The 19-storey building is proposed to contain 177 residential units and 254 m2 of commercial space, and the 14-storey building is proposed to contain 140 residential units and 706 m2 of commercial space.
These two condo buildings are directly in the path of the spill zone (blue arrows) from the Diversion Channel according to the current floodplain mapping of Conservation Halton. The major issue is that the mapping to show the path of the spilt stormwater has not been completed, and therefore the risk of flooding in the event of a large storm for this development is unknown.
It would have been appropriate and logical to have the mapping completed before the development is approved in order to know all of the risks, but unfortunately Council approved this development by a vote of 9 to 5 without knowing the risks including the increased risk to property damage and loss of life.
In addition, it does not appear that this development application assessed the impact this development would have on the already expanding floodplains south of this location due to the addition of impervious surfaces.
